Background:
In the context of the
moratorium placed by the Ministry of Environment and Forests on
the
introduction of the first genetically modified food crop in
India, Bt
Brinjal, there has been widespread debate on the impacts of such
technologies on human health and the environment. In particular
there is growing concern about the implications of such
biotechnological interventions on agro-biodiversity as well as
our
natural biodiversity. However, there is very little awareness in
India today of the long term impacts of such interventions on
biodiversity and also on the social and economic consequences of
commodification of our biodiversity.

In this context it is
important for us to understand the legal provisions of the
Biological
Diversity Act and its implications. There is a need to carefully
understand, discuss and debate the issues involved with
protection of
our biodiversity, about farmers’ rights, and conservation of our
agricultural biodiversity. The various risk perceptions have to
be
assessed on the basis of the Precautionary Principle, and also
keeping in mind the critical importance of retaining food
security
and seed sovereignty.
